Gang creation & Turf

how can i make a gang official an apply to get a place as turf with people to sell to?

Honest answer - Roleplay, anyone can create a "gang" or "group" by pressing F6, but for things like a turf and drug selling you'll need to put a lot of time and effort into your Roleplay and eventually there's a slim chance you'll be rewarded as such for your efforts.
