While me and my gang were doing HM, towards the end a random player, Pedro Vikatchev, came around and managed to kill 2-4 of our players. In the video it can be seen that he out of the blue managed to destroy the building that i was situated in, which had taken no shots prior to this incident, and then kill me with a few shots after onto my body. After this it can be seen that he then goes on to kill the friendly gang member Mr Black Clock and i believe from team speak that 1 or 2 more friendly gang members were killed by Pedro Vikatchev.

Do we know if he had any police connection within this HM as that could be a possibility - as I'm sure that an SI+ has to approve a gang involvement in a situation, I will ask @SI Joseph Tadworth if he knows a knowledge of a man called 'Pedro Vikatchev' helping the police.

Update - Discussed with Tadworth Via Teamspeak and there is a known Vigilante group that help the police in need at times but does not have the Police Approval officially. We will wait to see if the reported states his case to continue this report. 

I do not know if Pedro had any connection with the police. if he were still a rebel working with the police does that mean that he can just come up to people and kill them without initiating, I don't believe that rebels are allowed to get involved with HM's at all. Also how were we to know if he were working with the police at that time as we are not allowed to engage anyone in civilian clothing which doing the HM?

After council with other staff members, we have come to a decision that we will place a ban upon the reported for a lack of knowledge of initiation ruling and how if you are working or not working with the police you need to roleplay before hand. Everything could have been worked out if he replied but he hadn't.

Giving enough time for them to comply with your order. Count downs are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering shooting.) is considered RDM. (Punishment is a ban).
