What are these and where can i get them?

You can't get them by buying, I'm pretty sure you need to be whitelisted for either to use them. Event license is used for the funky nightclub lighting, other one idk

I don't think you can get them anymore. I think they are old and not removed from the stats page. While talking about the stats page, some vehicles don't have images yet and the civ plane doesn't have a name yet and is using Arma's default name (something like ceaser_civ_racing) which needs changing

Almost right.

Event License - License for using the nightclub - it is given out on a per-person basis and only normally given to people who need to use the nightclub in RP.

Gang License - Old, not used anymore.
