I love this idea and I personally think the roleplay this would bring to so many groups would be great. I agree with Adam as much as it makes sense for Cypress to be the main group to control the flow of '' fake plates '' it wouldn't be ideal. However something like a ''skill level''...

Personally I like the idea just not '' player to player '' pickpocketing - I think players being able to pickpocket locals would be more ideal. Players dressing up as locals to try and blend in ''robbing''. Small reward of items if successful doing it - better items depending on location...

It appears to only be a few parking locations, Goma parking is the worst one by far. Just glad it's not every parking. Appreciate the info Joe '' doesn't get ratios '' scrubs ;)
