The inferior armour quality was intentional. The thought trail behind it is maybe an armour that has slightly less HP than standard, but in turn it will be easier for crims to source. Saying that, I also agree with your reply, the balance could certainly be the risks you've stated.

I don't know how the police works in terms of departments - but I've had a lot of run in's with the "Rural Police something or other" lately who tend to respond to Sandy/Grapeseed/Paleto pretty swiftly, which has been great to see. Is it a case of you have to get permission as a police officer...

Completely agree - and maybe to add to it, in the interest of balance, perhaps the ability to unlock ANY prison door from a centralised point? This could aid with breakouts and making them hard (like they should be) but also doable in a realistic manner, rather than the age old hostage situation?

Nothing wrong with leaving your story and open book, means you can return as and when it best suits you - taking a break is definitely needed here and there. Have a good one fella.
