Staff Leads take reports against staff members with additional scrutiny, we hold staff to very high standards, they should set the precedent for what we consider to be high quality roleplay. Because of this, we are careful to observe all details, responses and perspectives offered by those involved. Below, I will comment on what has been provided, and what outcome will be given. Throughout my response, I will reference a combined POV of all provided footage given, this is linked below.
This video shows a combined view of all three provided POV videos, the audio however is only included from Lucy's perspective as this holds the most relevance in what the subjects of this robbery have heard. Please consider that network latency and differing framerates will create some discrepancies between the perspectives.

You posted this report on October 20th at 1701hrs, the incident shown takes place on October 18th at around 2016hrs. Thus, your report has been posted outside of the allowed 24 hour window as detailed in the Wiki Guidance. These guidelines exist primarily to prevent "revenge reporting" or similar, though having reviewed other reports and communications in-game and on the forums, I am not satisfied that this is the case in this example, and as such I am happy to continue to process this report as normal.
From the video you have provided and the explanation that you have provided, I am content that your "tactics" were sound in the planning and execution of this robbery, this appears to abide by our rules. I would go so far as to say, this was a unique and creative approach, unfortunately the situation is cut short, but given the strong opposing force, I would like to hope that you intended to follow up this instant hostility with further high quality roleplay to ensure that the situation remains fun and interesting for all involved parties.

Your response to this incident appears to be that you thought that there were other people getting robbed, and thought that you would continue as normal. You have not provided a recording, so I cannot reference this. The combined POV video shows clearly that you would have been able to see the robbers present, they circled you and moved around you, I find it improbable that you had no idea that there were people with guns surrounding you. Even if you had somehow not seen them, you would have clearly heard them shouting. Even if you thought that "it was more aimed at the other people", I wouldn't consider that arranging and completing a car sale whilst someone in proximity was being robbed at gunpoint to be a particularly smart move.

You were indeed looking at the vehicle sale UI before anything was said to you, however, as per the video, one of the robbers shouts not to move, and you can then see one of them enter your view before you begin typing Mystix's ID into the UI. As mentioned above with Mystix, you continuing to progress and complete a car sale whilst being opposed by a group outnumbering you with firearms, is at best, daft. In your response, you talk about seeing someone "pointing a gun directly at you", I would argue that you would (or should!) feel threatened merely by the presence of a firearm regardless. I agree that this all did happen VERY quickly, just shy of 4 seconds.
Outcome:
I am not satisfied that the targets of this robbery were blissfully unaware or did not believe that they were targeted in this incident. Given the location where it took place and the large, visibly armed opposing force which is seen clearly by Lucy (and presumably, Mystix), I would expect that anyone in the vicinity to be fearful of the presence of these robbers. I do not believe that this could be considered to be powergaming, it is reasonable that Steve would have known that only cash is accepted in the purchase/sale of vehicles if he had purchased one before, the victims of this robbery were not forced to withdraw cash from the ATM. I do however think that the mechanics currently at play wherein money simply disappears upon a successful sale to potentially leave room for abuse in situations such as this one. I will raise this with development and see if/what changes could/should be made.

@Mystix - I believe you failed to value your life and were eager to continue the sale of this vehicle in order to secure it, knowing that you would not be able to be robbed of it after confirming the sale. As per the guidance document linked on the rules page relating to how we evaluate breaches of the "NVL" rule (G2.4), we are to evaluate your liklihood of survival if you act outside of you fearing for your life, which I am content in this case is slim to none. As such, it is right that you are both sanctioned for this. You will both receive bans for G2.4 as per FBS.
