The vehicle radio volume is controlled via the radio volume option in the GTA audio settings. Also if this happens again you can try doing /music to toggle it.

Random crashes are unrelated to houses and are just a general FiveM/CFX issue

This is intentional. my reasoning was allow people such as CID to lurk and spy on group chats undetected. This is also helped by the fact that once you set a name you'd then have to rejoin the chat to unset it.
