Don't think I can recommend one directly. But if you search on Google "gif size reducer" they're are loads of websites there to help you.

You don't need to donate. You just need to find a GIF under like 50kb (Or make one). If you find a GIF you like but its file size is too big there are a stupid amount of websites that will allow you to reduce the size of it so you can use it on the forums. That's what I did anyway.
