This has happened to metwice in a row. When you use the flatbed truck and drive down into the garage at the vehicle impound. Once you impound and drive back up. The graphics will bug out a bit(notice my gps not moving anymore) and eventually you will fall through the map.

When you are in the vehicle inventory menu and press t to type in chat it greys out the vehicle menu and you cannot close it or press any more buttons. The only fix I found is alt+f4 or f8 and type disconnect.
