A Concerning Find

Found this gentleman whilst responding to a situation at the Agios Checkpoint. Would love to know who he is or if someone is missing this loved one.

Information I could gather -

• Has the ability to start a "race".
  
• Doesn't speak, but has a genuine appreciation for Leonardo DiCaprio and lightly fried Fish Fillets.
• Has a firearm, which I could not get him to drop
• No firearm license or license of any sort.
• Headphones with what seems to be a mix of Taylor Swift with some booty bopping Iggy Azalea.

Any information on this person would be greatly appreciated.
