Brief Summary:

Abandoned cars automatically get added to impound the list.

Detailed Suggestion:

So if a local car is used and then abandoned after a set amount of time it will get added to the impound list for mechanics to come and take it away. 

The Pros:

Keeps the streets, carparks and higher populated areas clear.

Not sure if it would but, could improve server performance.

Does this suggestion change balance on the server ?

Big fan off this idea, in addition to your points it creates more jobs for the higher level mechanics therefore creating more incentive to level. Also the more dynamic jobs we have and the less scripted ones the better imo.
