Allow all vehicles to be repaired at LS Customs/Benny's

Currently you cant repair a Hauler at Benny's because it tells you that this vehicle can not be customised. I understand that certain vehicles are supposed to be like this but if that is the case then I think the interaction should still allow you to repair your vehicle if needed so that you can still get it fully repaired when no mechanic shops are open.

Haulers can be repaired at all mechanic shops.
