Allow emotes when cuffed or ziptied

Back in the day you could use /e for emotes when cuffed or ziptied but this has been disabled now. That's a shame as it allowed for just a little bit more RP with those arrested or kidnapped, having them sit down on the ground, get on their knees and whatnot. So I'm hoping that could be turned back on.

Also the opportunities for abusing it are pretty limited so I can't see any harm in it.
