Brief suggestion: Allow illegal hunting

Detailed suggestion: Allow everyone to hunt illegally, so people who can't get a license, can still hunt and get the fur, meat, and leather. Consequences of illegal hunting should be severe, so maybe some PNC changes may have to be made but I'm pretty sure there's already a few laws regarding illegal hunting.

Pros: - People who have criminal records don't have to wait 6 months to get a hunting license
- Everyone can do it
- Rangers can actually be actively looking for illegal hunters which gives them more to do.

Cons: None that I can think of

Does it ruin the servers economy: Potentially reduces price of leather since more people can do it, which in turn could reduce the price of armour.

I believe the hunting rifles are marked like police guns with the person who pulled it out name so when an illegal hunter is caught they can track that gun back to who pulled it out and that person should have a good excuse to why it is not in their possession

I think making illegal hunters get lower quality materials means changing different leather qualities, which means different armour qualities; same thing with the meat. Bullets and rifles should be more expensive or even if not brought it, illegal hunters can hunt with pistols or their weapon of choice. This allows patrolling hunters to listen out for different type of gun sounds and they'll be able to track and find an illegal hunter easier, this is a balance feature by default when using guns other than hunting rifles.

The inferior armour quality was intentional. The thought trail behind it is maybe an armour that has slightly less HP than standard, but in turn it will be easier for crims to source.

Saying that, I also agree with your reply, the balance could certainly be the risks you've stated.
