Amount of beds in Sandy Hospital

Brief Summary:
Add more beds to sandy hospital.

Detailed Suggestion:
Sandy hospital currently only has 4 usable beds but there are a total of 10 beds in the main ward / recovery area that are currently unused, it would be nice to see these beds become usable in the near future as it could bring more people and subsequently more RP to the area as a whole. 

The Pros:
the hospital would be used a lot more.
more potential for NHS RP in sandy 

The Cons:
None.
