Description of what happened: So i went to pull over these guys for dangerous driving and speeding, We turnt on the light they began to evade and then suddenly stopped. they began shooting at us with no rp at all. after killing one of their guys and being engaged in a gunfight for 5 minutes with the other. Their guy breaks NLR and picks him up and evades the scene 
 
What Rule Was Broken ?: RDM, NLR
 
Have you tried to resolve with the player before posting?: Yes, he said he didnt have TS and he said that he didnt break nlr and i was wrong about the rule!
