So my friend border hop UNMC some times and then they get a ATC announcement or somewhere sometimes  above kavala from police, ''if you dont leave the area you will me shot down'' some sort of it well a message when you dont risk anything like a hobo iniate ive never seen them shooting someone down but do they have the right to shoot someone down by just a phone message?

You got any better ways of initiating on a flying extremely loud vehicle? And Yes, if you do not comply with demands you could risk having your helicopter shot down.

 
There's no other way of communicating with you other than an ATC and warning shots... cops and UNMC have their lands and laws which they try and uphold and ensure are followed.. break the law, get a broken helicopter :p

 
Pretty much yes. Since there is no other way to communicate with a helicopter from the ground. Warning shots can also be given.

You don't see many people getting shot down because most are smart enough adhere to the warning.

 

 
in unmc lands you will get one atc message to land , then if ignored 3 sets of warning shots in front and behind with tracer bullets , if still ignored you then get a .50 cal through the front wind screen into your head 😀

 
So it couns as a iniate but we can fire back wen they shot our engine and still survive the landing right then we can kill the cops or unmc when they come close?

 
Yes, when they are shooting at your helicopter (not warning shots) you are good to shoot back.

 
Do keep this in mind however :

(3.7) Baiting - Baiting for the sake of a gunfight is not roleplay. Punishment is a ban. Examples: Flying over someone with a chopper waiting for warning shots to instantly shoot them back, robbing a service station with the intent of a gunfight, etc.

Sometimes it's better just to heed the warning and leave.
