Buying a boat when it's been out of stock for 2 weeks?

Every time I've logged in and checked the boating stock it appears always out of stock. Is there anyway I can look to purchase a vessel?

But it’s already owned by someone? Can’t say find out in RP or looking for new owner when it’s already owned and it’s already empty, clearly whoever owns it doesn’t play anymore or no longer “RP’s” as the dealership owner, therefore it should be seized by government and put back on the market for someone to actually use it for its potential, because pretty much wasting 15k on boating licenses and never being able to ever actually buy and own a boat to use said license.

I said waiting. Not looking. Applications to take it over were submitted recently. Closing date was Sunday just passed.
