Can trade and use phone while downed

Not sure if this was changed on purposed but I've noticed that I was able to fully use my phone while downed. Recently I found that I can trade anything my from inventory while downed to nearby players.

Its the same if your restrained you can access your inventory and pass items to people can be exploited hard.
