Brief Summary:
Myself and Evelyn Ross are suggesting a Cat Cafe “Paws & Pastries”, a cozy RP hub with NPC cats, casual events, and jobs. A place to offer players a chill, social alternative to crime/racing RP. Creates new storylines, helps new players ease into RP, and brings unique, wholesome content to the server.
Detailed Suggestion:
The Cat Café would be a dedicated business with an interior space with NPC cats placed around and inside the cafe. Players could visit to relax, have meetings, socialize, work and participate in cat-themed events.
Currently, the biggest challenge is that there is no empty MLO we can temporarily RP in to prove our dedication, and players can't spawn or control NPC cats ourselves. We have played around with the idea of having players dress as cats and pretend to be cats but feel this would ruin the RP of a serious business and to be frank, be seen as just cringey or something related to furries. This is not the vibe we want. To move forward, we believe an interior/MLO to be placed so we can start the roleplay of starting this business, even if it is a cafe that already exists in base game that has been removed for this server.
Our food and drinks can be renamed to be cat themed, such at Cat-a-chino, Kit-Tea, Feline-Fizz, Bengal Brew, Purrfect Pastries, Feline Feast. A-Meow-zing Munch and many, many more.
It would create jobs for people, not just Barista, but also Cat caretakers, Event Organizer and Charity Fundraiser who will plan for the Cat Cafe to host Charity events and fundraisers for the cats or as a collaboration with the cat cafe. We have many event ideas described later in this suggestion.
A bonus would be if you could third eye interact with the cats in some way, even if this just forces an animation such as mechanic2 to “pet” the cats.
Potential Locations:
We are willing to help source and fund a cozy cafe MLO suitable for the theme. I understand this is not a pay to play server, however, I feel this is something truly unique to this server and would be a breath of fresh air compared to the daily crime, gunfights and car racing and would be worth having something really wholesome and fun.
If preferred, we are open to starting small using a very simple, existing interior and maybe a few placed cats and scaling up if the community embraces it.

Staff could even participate as cats if they want (e.g., playful kittens, grumpy tomcats, or even special appearances like a giant black panther!). This opens up the fun to not just players, but staff too.
The Pros:
Does this suggestion change balance on the server?
No. It is a non-criminal, RP-focused business that would not impact the economy, crime factions, or server progression systems. It mainly enhances social RP.

- The Teapot - This option and others like it may cost some money but I am happy to contribute or pay for the full interior should you consider this suggestion. Potential interior MLO -
- Sandy/Grapeseed - There isn’t a lot of business in these areas, i believe the cafe would attract a lot of interest and get a lot of people out of the main city, some of whom would have no reason to go to sandy or grapeseed.
- Paleto Bay – Fits a rural, homey vibe, again, not a whole lot of businesses in paleto and lots of empty/unused shop slots it could fit in to.
- Vespucci Beach – There are loads of empty shops that I'm sure have many interior options.

- Adoption Days: RP events where players can adopt NPC cats. (We will have to give an adoption certificate with a picture of the cat the players choose to adopt. This would be roleplayed as by adopting the cat you are helping us fund their food, toys and other needs)
- Cat Costume Contest: Players dress up as cats and best outfit wins during events.
- Cat Yoga Classes: Fun and casual RP event. Could be a weekly thing
- Kitty Scavenger Hunt: We have employees of the cat cafe to hide around the map (Dressed as cats, quite possibly) and hand out pictures of cats with a clue to the next cat, first person to collect all the cat pictures and return to the cafe wins a prize.
- Story Events: Example: "Someone stole a cat!" mini-RP investigation.
- Annual Events: Halloween, we could roleplay “the cats have gone crazy!” Were-cats, rabies and other fun things, Valentine's day we can host “Couples Cats” encouraging couples to adopt a cat together and many more.
- Weddings, Hen/Stag Do’s, Parties and more: We could offer the cafe for hire for private events for a unique experience.
- Adult parties: We could also offer the cafe for hire and/or collaborate with VU and/or Bahama Mamas for LS Kittens, a strip night where strippers are dressed as cats.
