In most cases we don't compensate players if its a user end issue, due to your game not rendering this is a user end issue and I did look into what was causing you not being able to move which would be due to the position of the vehicle was stuck on a wall, shown in this screenshot.

To attempt to fix this issue I recommend changing your "Extended Texture Budget", this setting varies on other players PCs so you will need to find a sweet spot for it. You can change this shown in this screenshot below.
