Decrease the health of animals to incentivise hunting (properly)

Brief Summary:

Currently animals take up to 3 shots to kill from the rifle provided by the Park Rangers. Reducing the health of animals would keep the low damage to players/locals while still having hunting be a more viable job.

Detailed Suggestion:

Currently the rifle provided has a low damage to make it less viable for murders/robberies, this has the adverse effect for the Park Ranger role, where you can only carry 20 shots, but each animal takes up to 3 shots to kill. This makes ramming animals with cars much more efficient for hunting, which is a bit silly. 
My suggestion, if possible, is to reduce the health of said animals so that the rifle can oneshot the animals while at the same time not affecting the damage it deals to players. This will keep the viability of the rifle in PVP low, while still encouraging people to hunt properly.

The Pros:

More people will hopefully see hunting as a viable option to fishing/trucking, bringing more players out into the world, rather than standing in the same spot waiting for fish to bite or speeding around in vehicles not interacting with anyone.
Makes more sense from the job POV, since right now the Park Rangers are sending you out into the wild with a rifle not capable of killing the animal without first wounding it severely.

The Cons:

More gunshots in the wild, which may confuse the police.
Obviously there would be more guns in the world, but better that than having the most viable tactic for hunting be "hit them with your car"

Does this suggestion change balance on the server ?

Not in a negative way, if anything it will bring more diversity to the gameplay experience.
