I haven't been on the server more than a month, so I'm sorry if I have any of the facts wrong but from what I have experienced a lot of the drugs are not accessible to most players. You have to be in a gang to get certain drugs or even be able to see the option of making said drug. I think everyone should be able to make them, get them, grow them or whatever you need to do, but I should be a lot harder for the normal player compared to gangs.
