Full Description:
If you are given keys to a property but do not own a property your self you are not able to purchase furniture as it states you must own a house to purchase furniture however you are able to use the option to furnish the property. I am not sure if this was intended or not however I thought I would point it out just in case.

This is intentional, you can only buy furniture if you own the house.
