Description of what happened:
[TI] Ben ("Ben") was under arrest from Stee I believe, who was murdered a minute or two beforehand. Anyway after I taken him back the station, many other TI members showed up with a vehicle somehow knowing his exact position by driving straight there despite the fact he was restrained. While restrained, Ben jumped into the vehicle. Once I pulled him back out the handcuffs must have glitched off or something to that effect, and he ran off.
 
What Rule Was Broken ?:
2D) Using known exploits such as looting dead bodies, any duplication of items, duplication of money, using the Anti-VDM script to regain full health, landing on the roof of drug processors, working with Bounty hunters to exploit money from the wanted system, using the ‘Flip Vehicle’ feature outside normal usage
 
Have you tried to resolve with the player before posting?:
Yes, but no meaningful result came from it and he was more preoccupied with the earlier shootout incidents which he may be reporting soon. Should he file a police complaint on that, I'll post the relevant information at the time since it does not tie into this report. (At this point I'll reference my evidence as 165fb244b94542a3bbbaebbcf978be40 - that is meaningless for now but I'll clarify later if the report is made).

INVOLVED IN THE RP SITUATION

Hello there I think I can post here cause I am involved the whole Leading up to this report. The idea here was that I was pushing him in the car. And I was trying to RP that I pushed him in the car but at the end I just seen he runs a way after being in restrains  I will let him explain there. And of  topic on this report near the end of the video it looks like I VDM’d 2 people that was my fault as well I just rushed into the driver seat and reversed. I did apologized to both police officer and the man I hit 1 minute after that happened.

I'll start by saying I first off don't see this as glitching as long as it is role played properly in this instance Jordan was role playing as if he was pushing me into the vehicle I have done this before and never had any complaint and personally don't see it as an exploit as long as it is done properly and you don't just casually jump in any old car that has parked up next to you.

I did however think you had unrestrained me as I got into the car and was misunderstood you say, "get in the car and leave sir" as you said that on my screen I saluted which is what usually happens after being unrestrained so I assumed for some reason you had let me go and the reason for you pulling us out of the vehicle after we attempted to flee was because Jordan hit 2 civilians as he was reversing and not because you did in fact not unrestrain me hence the reason why I ran if I was still restrained obviously I wouldn't have been able to.

As you can see in the video I have provided just as you're saying "get in the vehicle and leave" I salute which as I said above is usually the animation that your character does once you have been unrestrained.

My conclusion:

Jumping into vehicles:

As I said above I don't see an issue with jumping into a vehicle as long as you play it out properly obviously if this for some reason is not allowed then I do apologize but I have done this multiple times in the past with other Police officers present in different situations and they have never complained about it.

Restraint Glitch:

Mentioned above at the same timing of you saying  "get in the vehicle and leave" I saluted which usually means you've been unrestrained and for what ever reason you had unrestrained me, if my character didn't salute as I was jumping into the vehicle I obviously wouldn't have ran off as per when your restraints wear off you're suppose to act as you're still restrained which I usually would do but the timing in this case synced up to look like something else had happened.

I do feel this could have been resolved in Teamspeak saying you tried to resolve it with me is quite a lie considering I was talking about a completely different situation and on top of that you instantly said in game in direct chat that you were going to file a report which I initially thought was going to be against Jordan for running the 2 civilians over.

I can see your point on that regarding who I was asking to leave as Jordan was running around quite crazily, I actually was trying to say something different at the time but didn't want to metagame everyone by stating names.

With the salute, that for some reason was done just after you hit the button to enter the car. But people don't salute by entering the car nor is saluting on it's own a glitch I know of to escape handcuffs, which is why I maintain something done there broken the cuffs, and the salute is a very suspicious part of that (why was that key being pressed when trying to enter the car?). Furthermore, the restraints didn't wear off, the timing of the videos is far below the time when they do wear off.

For reference, the standard release from handcuffs movement is pulling an invisible weapon then putting it back as so:

Admin: Can we get clarification if the above would be glitching/exploiting or not? To prevent everyone just arguing among ourselves as some of the police people i contacted have said this is exploiting, but TI are saying it is not, and I don't feel us bickering much further has any real value until we know for sure. I for one don't feel glitches should be permitted just because somebody roleplays it as it sets a very dangerous precedent.

Ben, You've been here long enough to know that was very poor RP, specially in a police station where Jacko himself told gangs, INCLUDING TI, to roleplay police stations as a real living police station....

In this instance, somehow your cuffs came off, you could of been an honest guy and stayed in with it, you'd probably be let off a little better... but no, you exploited the situation and saved your "gear".

This adds to reports of verbally swearing about people to members of your gang, which Soldier was too busy to deal with at that time.
