Load task manager and load GTA V and go on to the performance tab on task manager and see how you computer handles with the app by seeing the percentage of the CPU and such used. It can be its another app interfering.
Also how good is your computer if you know the RAM and CPU and so on if you know.

I have to say that it does not look like its the application seems to be the thing thats slow. What I would advice is just going into the game settings and set lower settings for your game. I had to do the same to my computer (as its slow) and it will definitely improve your fps.

Some reason, It works fine when clicking story mode etc. But when I play the game it just goes down. I tried changing the settings :/
