Provide a one sentence summary of the bug: fuel being emptied from vehicles when performing upgrades
Provide a full description of the bug: recently I have found that vehicles are being emptied of the fuel once we have pushed through an order and I'm unsure of what is causing this but doesn't happen to every order (unfortunately I do not have evidence at this time but will try to capture next time )
