GTA V Online Problem

Since i started to play GTA V again i tried to go online. When i attempt to go online i get a error saying its offline. I'v been to rockstar support and not had a reply, well all they said was to make sure steam is in online mode. Which it is.

Here is the screen shot of the error:

Press start, type CMD, right click and run as administrator

 Type: netsh winsock reset
 Press the Enter key.
 Type: netsh int ipv4 reset
 Press the Enter key.

If you use the IPv6 Internet Protocol too:

 Type: netsh int ipv6 reset
 Press the Enter key.

Don't worry. While i was only able to play offline I installed some mods and then online started to work again. Bizarre fix but I'm online
