Description of what happened: i went to get into my car and he jumped in after
 
What Rule Was Broken ?: stealing NHS vehicle 
 
Have you tried to resolve with the player before posting?: yes but he did not want to sort it out

6E) You are unable to steal vehicles in a green or blue zone (Punishment is a ban)
