House Upgrade - Add Storage unit in Garage / Upgrade layout

Brief Summary:

Allow home owners to apply for upgrades.

Detailed Suggestion:

Storage upgrade - pay the city architects £200k to upgrade the garage to part vehicle storage and part storage;  perhaps reduce vehicle capacity to 1 vehicle storage and 3/4 of the size of the normal storage?

Interior layout upgrade - pay the city architects £100k to turn a one storey house to two stories/floors

The Pros:

Takes money out of the city to help with economy

Allows properties to be worked on an upgraded

The Cons:

It may reduce the street price of storage containers - which probably needs to happen anyway because they are radiculously priced.  People are making far too money from them.

Does this suggestion change balance on the server ?

This would be super cool, but I think this suggestion is more of an addon from a previous one, if I'm not wrong?

• Some of the things listed, such as general storag,e have already been addressed.
