How to get the cool Steam thing like Wilco

Hello people , been noticing the cool Steam thing Wilco has under his name of a message or response he does , and i would mind trying to get that for my self. If anyone has a clue on how to do it , please respond with a video or a few screen shots, it would help a lot as im not too sure.
