Installing trackers

Sick of my Huron being stolen, I went to the helicopter mod shop to get the tracker upgrade. However, it doesn't seem to exist! Does anyone know how to go about installing trackers? Is there an item or skill? Pls help a hobo.

I'm not actually sure if they're available for Helicopters to be honest, on the cars it's as easy as going to the mod shop and clicking the tracker upgrade or atleast it used to be. I'm not sure if anything has changed.

the only vehicles currently able to receive tracker upgrades are land vehicles
