The lv 5 rig is the special rig tropic. As far as I'm aware it isn't the law of war and the ones I have seen in game don't look like civilian gear.

They aren't the special rigs. They are the EOD vests. They are explosive proof but don't have lvl 5 armour. They are basically a bait vest to make you think you got the good one but in reality, it isn't anything special.

The EOD vest have same balistic protection as CTRG heavy carrier rig. So lvl IV,but its lvl V against explosions.
