Make basic repair kits craftable by players?

Title says it all. 

Let metalworkers craft the tool kits to provide to the city. Create a throughput of steel being actually used so that all the miners and smelters can make something consumable other than lockpicks. 

Could possibly allow the Tire Nuts (apologies for the spelling?) and Auto Exotic craft their higher end ones?

+1 as it would add more to the player run economy, therefore benefitting the server.
