Make TAXI RANK Parking Usable When Not a Taxi Driver

It's a bit counter-intuitive that you need to be signed in as a taxi driver to use the car park, it's the only car park I know of that works this way and although it makes sense in an RP/real-world sense it's a bit ANNOYING imo.
