Brief Summary:

Build a Gatehouse and barriers similar to MRPD at the entrances/exits to Pillbox.

Detailed Suggestion:

When taking patients to the underground carpark (to avoid the ambulances being stolen), when escorting or carrying casualties the lift/elevator makes them disappear and the casualties themselves can't see.

My suggestion is build similar gates to those at MRPD (to their underground garage) which will allow NHS staff to safely park their vehicles and avoid using the elevator.

The Pros:

A more secure hospital, other than bikes and push bikes; ambulances should be safer (if gates are locked correctly by NHS colleagues).

It would also make outside the A&E more realistic with no random cars obstructing access.

The Cons:

Non-emergency services won't be able to directly park infront of the A&E department, which might be inconvenient for some who are helping/carrying casualties from their own vehicles - it could also make outside of the gated A&E area like a warzone, with cars 'parked' (or dumped) on the main road rather than off road inside the A&E bit.

Does this suggestion change balance on the server ?

No, I don't think so.

 
Its a nice suggestion, don't get me wrong. But I think this would cause even more issues with people parking in the middle of the road blocking it off for most to use as you said. (keep in mind it is one of the busiest roads on the server) 

I think personally it would be better for Police to enforce (some already do, but rarely in my POV) penalty for people parking in the A&E. Every time I park there with Police present they don't bat an eye. Maybe something along the lines for a hefty parking fee, impound if the driver is not about etc. could be a alternative solution that don't need any dev'ing.

 
We've had this suggested this during the NHS meetings - as suggestions do get brought up and pros and cons weighed there with command and staff etc. 

The elevator however, you let the downed person themselves use the elevator to prevent them from having loss of textures / makes them disappear. 
OR, if you are double crewed, you could take the patient in at the top while the driver then takes the ambulance to the garage.  🙂

 

 
Going to reject this on this occasion. The downstairs garage is private and a safe place for patients to be dropped off. If we block the upper level carpark, people will just end up parking on the road.
