Notoriety Giving the ability to Stop Alarms and Dispatches

Brief Summary:
If you have a certain amount of notoriety you can silence alarms and dispatches
With a cool-down so stop spamming and being overpowered

Detailed Suggestion:
So basic idea
Set a certain notoriety so that you can stop the police dispatch or alarm when doing a robbery:
Pharmacy
Small banks (maybe a delay rather than a full black-out)
Shop alarms


This can be balanced with a long cool-down so that it cant be repeated every 10 minutes
Maybe it could be a multi level skill that can delay dispatches for all crimes. Even if you fire a gun in the server the NPC are scared to report you to the police because they are scared of your notoriety
This can also be extended to Gang Rep maybe that can give a perm buff so to say

The Pros:
More chance of delaying police response to a crime
Chance to get away from crimes faster gives the police more work.
More meaning to REP

The Cons:
Dev work
Needing to balance what notoriety does what

From a police perspective:
Banks get robbed and not fixed because police is too busy dealing with "more important" shit that's going on. Even if you'd be able to do it without any alarms, the bank will have already been done.

I've done banks like legion square Fleeca silently (don't worry Barry, not on police) let alone paleto which is piss easy to do without anyone noticing and basically just printing money. Certain people do big bank alot last few weeks and have managed to do it multiple times without police noticing.

In short, I think banks are fine as-is, maybe even too easy. No need to buff them even more, Pharmacies? Sure. Especially now that they're more and more vital for drug making.
