People in direct being quiet

it might be just but are people in direct super quiet for other people too?? They sound quieter then when they speak in vehicle even tho my sound is way up. Is this an server thing or an me or an arma because sometimes i dont hear people who are standing right infront of me and they speak fairly loud as i can hear them on TS just fine
