So after almost three months of waiting, Gold command decided to release/implement their compromise to lifting faction restrictions. Although we all knew somewhat of a Special Rank was coming that would not allow anyone in a Primary Unit to play rebel without losing months, if not years of time put into the police, we had some hope as we were told that no matter what compromise Gold Command present, another community vote will take place where lifting restrictions completely and the new compromise will be voted for. (see below).

I fully understand that you cannot keep everyone happy and appreciate everyone who has put time aside to work on this new rank however this really isn't what the community voted for. With that being said, many of us would very much like to see the re-vote of the compromise against completely lifting restrictions.

We were told to address this situation in the Police Board meeting however in the board meeting we were told that if we wish to see any type of change we should email management. Instead of sending an email, a forum post is most likely the better option as this does affect the entire community. I'd also like to mention that this compromise was added without any discussion with police-board therefor resulting in what the majority did not want.

Below is a document with data acquired from the community vote itself and a form response sheet that was made today (11/12/2019) to gather some data before board. I understand that gold command may call bias or claim that the information pool is too small which is understandable as it was only done in one day however a solid 66 police members (at the time of this post) have given their input which is a large majority.

Using the information obtained from the google response form, 4 points are clear;

  • 100% of the police that took the survey that are in specialised units would NOT step down to the new rank, removing a large portion of the police from being able to play rebel.
  • At the time of writing this (more data is still being obtained) 58 police officers who took the survey would not step down to the new SC rank and 54 of them would like to play rebel.
  • 40 of the police officers that took the survey are at or above the rank of SGT leaving 74% of police who took the survey and would like to play rebel not being able to. Unless they step down from high ranking/achieving positions. 26% of the police who took the survey that are interested in the new rank are at the rank of PC or below, meaning that they would not have to step down from a high position or lose months/years of time put into the police.
  • Since the Community Vote, the number of officers that would like to play rebel has risen based on information gained in only one day.
The previous information shows how unhappy the police are with the new SC implementation and give grounds for this re-vote to occur.

Using the information obtained in the community vote that was done by Wilco, the following information is clear;

  • Approximately 65 police members voted in the community poll.
  • 20 of these officers voted against playing rebel. (9 of them being Gold Command members who made the compromise).
  • 45 of these officers voted for restrictions to be lifted so that they could play rebel.
238 community members voted on this poll, however, we are only including the 65 officers due to people mentioning that the poll was bias as not everyone was in the police. (Even though this was a community vote).

I understand that we are in the month of December so people may have their hands full with real life and this may take time to change if it were to. Also I am in no way creating this post to incite drama. This is merely a post to address the concern that many of us are not happy with the compromise that has been implemented and would be very happy if the re-vote that was mentioned takes place. Police Command may mention that we are only in the early days of the new compromise being implemented and that we should wait to see how it goes over the next few weeks however it still leaves the majority of higher ranks unhappy and I would rather not see this brushed under the carpet.

Just do what Poseidon did lmao, any rank and spec unit can play from 12 at night to 4pm. After that i guess you could have that sc rank to play Always.

If GC are so stuck in their way of special x - introduce a large range of special ranks. Special SGT - must get to rank or SGT/INS to become, Special INS- Must have gotten to CI+ to become. Sgt allows you to have regular sgt perks but limited to entry/basic level of spec units, and then same for ins 

so ranks are exactly same as normal rank but ins is highest and they are limited to the entry ranks of whatever units they join - and have same ability to join a spec unit as a normal ins/sgt etc can

Well at this point I’d rather just see another vote, they made their compromise and implemented it, they do not want to change it, so now all that’s left is another vote which is why I made this post.

Oh I fully agree with you here, however they have now already gone through the process of doing it so they won’t want to remove it, however they may make additions to it or make it better so it actually pleases people

Well when it was implemented we were told in discord to wait for board to discuss changes and I believe people were told in board that if they want to see changes to email management so I don't think they plan on changing anything, anyways, Wilco allowed them their compromise but since it still leaves the majority unhappy should they really be given more time to adjust/change it? From my own opinion, the way I see it is, It was put together by people who all voted against being able to play as a rebel, therefor will never reach an outcome where the majority is pleased. 

 
Special constable was clearly gold command not wanting to allow police to play rebel but having to allow it anyway die to the vote, so they made a 'compromise' where the vast majority of cops still can't play rebel. Gold command should represent the players in police, not work against them.

I think there are some faults with this "questionaire". Please correct me if i am wrong, but the intention behind the survey seems to be "Do the general majority of police want the ability to play rebel - aswell as police".
With this question in mind, i find it odd - how one of the main question are simply "would you like to play rebel? (yes/no)". People generaly tend to want a variance of activites in their day, and i dont find it surprising at all that people say yes. This would make this a "forced" yes - as the only ones that say no are the ones that strongly dislike playing rebel, this excludes the majority of everyone on the server.

A questionaire is just not a very good way to produce data on humans (With the exception of "thruths" like income, age, place of residence etc..). This information should be gathered in a qualitative way, like a short interview with 50 police (Number of interviewees at one rank being same percentage as the number of this ranked officers in the force - This way you also could get closer to a representative selection) 

I would say im 50\50 on what faction i would like to play for, therefore it was also very easy for me to decide on becoming a special constable. I just can't seem to wrap my head around how this would be a problem for anyone else. Do these guys really "want to play rebel"?.. I dont think so.
Do you want to play rebel, but make your money in the police? - leave the police, as you are in there for the wrong reasons.
Do you want to go on AR patroll so you can frag, but if nothings happening go on as rebel and frag the police instead - leave the police, you're in there for the wrong reasons. 
Do you want to support the rebels when the police have 20+ online, but the police when there are under 15 police online? fuck yes! - Become a SC, you dont loose anything but a artificiall rank anyways.

Okay so I feel like I will try my best to answer some of your concerns as I feel you're not only missing the main point but only encompassing your perspective.

Yes part of this "questionaire" as you call it is to understand how many of the current serving police would like to play rebel whilst still being able to retain their position in the police. You state its odd how a simple yes or no question works in this situation but you've said it yourself, "people want a variance of activities in their day" so of course people who have an interest in these types of activities would say yes. This idea that a forced yes is ludicrous. If people have no interest in that type of activity they would, like they already have, simply say no and not just because they "strongly dislike playing rebel". Sure even some members of Armed response which you so nicely mentioned that they just want to "frag" have said that they wouldn't like to play rebel as they dont have an interest to play rebel.   

The idea that this excludes the majority of everyone on the server bewilders me. This matter was already voted on in the community section of the forms with an outstanding amount of people agreeing to remove the faction restrictions.

The current SC program that you have taken is a perfect solution for those that are stuck between playing rebel and cops and can stick at a low rank and be able to enjoy both, AT PEAK TIMES, this program excludes as the data shows, the majority of those who want to play as rebel as they all have a lot more to lose, some have years that would go down the drain just to drop to this rank.

There are plenty of solutions out there that could be adopted that would make most people happy. Poseidon is currently using one of them were most of them are only allowed play as rebel in the off peak hours.

You also state that this is a poor way of gathering statistics because it’s opinions and not truths. I have no idea how you think companies who get people to take surveys gather their information then as it’s people’s opinions and desires that dictates their next choice/product.

The points you made about being in the police for the wrong reasons is interesting. I’m not sure how many long standing members of the police you’ve spoken to but none of them have those outlooks you’ve mentioned

I should probably make the point clear that rebel doesn’t define the idea that you’re doing HM and major crimes all the time. As you know the police are not allowed to commit any crimes whilst off duty  some people just want to do the small things and have that freedom

You're overthinking it. People play games to have fun. People play RPUK to have fun. Being able to play both police and rebel is fun.

I've always argued for this ever since I joined the server. I've never understood why police can't play rebel, this is a game afterall and I remember feeling restricted in the police.

If it's for roleplay purposes, why not just separate your police roleplay character from your rebel/civilian character? Perhaps a different profile and name for each. If it's for concerns about activity, simply monitor the player's activity as I'm sure you already do, if it drops below the standard then you can address it. If the player is active, they roleplay well and have fun, who cares?

 
I'm not affected by this, but curious; what is the reason(s) for the restriction? What's the concern?
