Reactions don't work properly

[CSI Creebles]

On my main pc when I hover above the  "thumbs up" emoji, a small pop up box appears with all the reaction, while on my laptop I have to click it and then it opens. 
I'm running Win10 Pro and Google Chrome on both. Check for windows and Chrome updates and everything is updated to the latest version. How can I fix it?
