Basically I was talking with a cop for a while and after he left, I started robbing this guy. He didn't comply so I shot him. (https://www.youtube.com/watch?v=03ZhDG9UFRQ&feature=youtu.be) After, I started lock picking his truck, then (I'd say 2 or 3 minutes had passed, maybe less) the car got opened randomly and a random hobo who had keys just jumped in and drove away. (https://www.youtube.com/watch?v=TXJ7k7RSiNg&feature=youtu.be) I believe it was Amir breaking NLR because no one else would have had time to lock pick it seeing as when I started no one was around it and my lock picking skill tree is near maxed out. AFTER that, he then returned (10 minutes or so later, maybe more) so I shot him and he had LSD (https://www.youtube.com/watch?v=JOFrV5B4ODk&feature=youtu.be), meaning he "found" his truck, which leads me to believe he did take it back after I killed him and broke NLR. I told him to come to TS but got no response, asked twice.
