I landed I-99 for a refuel, then I lock it after 2 people ask for a ride back to Kavala. I then said no because I-99 is not meant to be used for landing anywhere other than NPAS. After that I locked the Helicopter for safety, but it locked them in it. I then unlocked the helicopter for them to get out, I was going to the pilots seat so that they couldn't get in and depart but I accidentally got into the Co-Pilots seat. I warned them to not depart but they did. I attempted to pull them out but it pulled the passenger out instead. I pulled them out a few times because I didn't want them to depart, and I would get into potential trouble if I loose it. They stole from GZ regardless. I asked them to come to TS but he didn't want to.
