Please (in detail) describe the incident: I saw this guy selling on our turf just 20 minutes earlier than this incident, I approached him to ask about paying tax and he sped off. I chased him down but lost him and ended up in a police chase. I got away from them to, but wanted to find this guy now as he almost got me in trouble with the police. I went back to dutch london street and he was there again, I drove over to him, told him to get off the bike and get his hands up. The bike was damaged so there was no way for him to get away. He then just disapears, I checked the canal incase he flew over the handbars but he wasn't there either.
