Please (in detail) describe the incident

Patrolling the streets of Altis, noticed a citizen driving without headlights, decided to pursue the individual. After a few twists and turns he decided to drive back towards Kavala, where he ditched his vehicle inside the water (Combat Storing), then proceeded to swim towards the bottom of the ocean, were he drowned himself. My colleague restrained the suspects and attempted to swim upwards, then he decided to combat log, while Prob.PC Smith was swimming upwards, while dragging the suspect.

Watching the video it is clear that the player did not want to stop and provide any form on roleplay with you.  Franck Tartan may of accidently driven the offroad in to the water, if this was the case he could of at least got out and continued creating a roleplay scenario.  The rule 2.6 staes 'Combat storing, such as storing a vehicle whilst you are being chased, impounding/scrapping your vehicle to gain an advantage or to otherwise prevent roleplay'.
