Please (in detail) describe the incident: Casualty dispatch received, when arrived saw one person down and another floating around on various vehicles in a hospital gown - I suspected he had something to do with it.

He made no attempt to engage or initiate and just decided to use his vehicles as weapons to disrupt the RP. I did not try to resolve this, there is little point with these types of city trolls.
