Please (in detail) describe the incident

We ANPR'ed his vehicle and began chase after noticing he was wanted, he did not stop and when he crashed into a rock he sat in his vehicle. As soon as I pulled him out he combat logged I sent him 3 messages on the in-game chat, and I looked for him in TS but he did not respond in-game and was not on TS.
