Please (in detail) describe the incident: We were chasing a vehicle that aided a suspect who had stolen a police vehicle escape. The pursuit went all the way to Paleto and when the suspect realized that he couldn't get away from police they decided to fail drive. I tried to get them to join QE but they didn't reply. Possibly to not reveal their session ID. The vehicle was shortly after stored at Paleto so I do have reason to believe the owner was the driver.
