We had reports that there was havoc in kavala so me and my fellow officers went down there to check it out and there was a few civs that i saw breaking rules, so i went over to them to have a chat with them and all i got back was abuse and them just speaking out of character and having absolute no knowledge of the rules and were literally there to cause mayhem.
