What best describes this incident: VDM, then quits twice to avoid arrest
Please (in detail) describe the incident: I got a call from NHS saying that someone in a white van rammed them and drove off wearing a hospital dress. I then responded to the radio. At the 02:00 minute mark in the video I call in that we have someone in a new vehicle that fits the description, which NHS confirms at the 02:20 mark. At the 03:40 mark we see the same car ramming someone on a bike at high speed. At 06:55 we see the car crash, and when we go in for the arrest, the guy quits. We wait around in case he had a crash, and he comes back at the 09:00 minute mark (2 min later), and when we then go to arrest him he then quits again.
