What best describes this incident ?: This person combat logged three times to get out of situations

Please (in detail) describe the incident: This man ran me over multiple times with his vehicle which in turn made my character 'mad' and want to kill him. So when i saw him the first time i attempted to run him over like he did to me when he ran to an ambulance tried to get into it and couldn't so he combat logged. The second incident the man was seen again at the area where I tazed him out a vehicle and attempted to stab him in which he ran to the police Corden and combat logged when they tried to arrest him. The final incident, I had tazed the man out of the vehicle again after getting his session ID and then stabbed and nocked him to the floor, i then proceeded to place him in my flatbed truck and go to dump him off the pear until I eventually noticed he had combat logged again.

We meet again. 
How are we doing today? 

I have reviewed the footage, and footage wise it does look very bad, don't get me wrong, to an easy point of "let's ban them!", however we need to be fair and just, making sure everything is fine and checks out accordingly. 
After triple checking his disconnect logs, he does time out every time, each time unique disconnect reason. 

If this keeps on happening with this individual, he will be sadly given the "sorry you can't play here with that connection, as you'd be loosing connection every minute disturbing people's RP/Gameplay". 
 

He has been banned for RVDM already, and with this behavior I think he will be punished further in due time. 
He will be investigated further and asked once he is unbanned. 

I apologize if this report didn't receive the just punishment you wished for.
